Green Communities Canada joins other Canadian environmental organizations in opposing Ontario Bill 5
Hon. Stephen Lecce, Minister of Energy and Mines introduced Bill 5, the Protect Ontario by Unleashing our Economy Act, 2025 on April 17, 2025.
As summarized by the Canadian Environmental Law Association, Bill 5 (“Protect Ontario by Unleashing our Economy Act, 2025”) creates zones that would be exempt from legal protections and public oversight. Bill 5 would:
- Exempt key projects from Environmental Assessment Act reviews (e.g., Dresden landfill, Eagle’s Nest Mine).
- Weaken oversight of mining activities under the Mining Act.
- Repeal the Endangered Species Act, 2007, replacing it with a weaker Species Conservation Act, 2025.
- Empower the province to declare “special economic zones” under the Special Economic Zones Act, 2025, where provincial laws and municipal by-laws—including environmental and public-participation rules—would be inoperative.
Why this matters:
- Erodes the rule of law: “Trusted proponents” could bypass statutory protections, risking environmental and human-health harms.
- Threatens Indigenous rights: Fast-tracking extraction in remote areas (e.g., the Ring of Fire) without proper assessment or consultation.
- Spreads a false “jobs vs. environment” narrative: Ignores how strong environmental laws underpin sustainable, long-term economic prosperity.

Bill 5 has a limited 30-day public comment period. This public comment period ends on May 17, 2025.
Green Communities Canada supports actions led by the Canadian Environmental Law Association, Ontario Nature, the World Wildlife Fund Canada, Environmental Defence, the Canadian Parks and Wilderness Society, Wildlife Preservation Canada, Ecojustice, and the Canadian Civil Liberties Association to call attention to and oppose Bill 5.
We would encourage our Ontario members and Ontarians in general to:
- Contact your Member of Provincial Parliament about Bill 5,
- Inform your municipality about Bill 5, and express your concerns, and

I do not support this dangerous bill. We must protect our environment.
I believe this bill sets us back in our progression towards environmental protection and sustainability. There has been so much effort put forth by various nonprofits and other organization to educate the public and younger generation on the importance of the species at risk and regulation set on mining companies. To enact this bill sets us back as a province and country.
We can’t deregulate our way into an environmental crisis
There is no justification to disregard laws protecting habitats and endangered species. In the democratic snd rules based country in which we now live, there must be government oversight for private companies. Ontario has many legal and transparent paths to strengthening our economy—this Bill does not follow that path. Look to Scandinavia, The Netherlands, France snd Switzerland for how to transform our economy by investing in reusable energies and low carbon building technologies. The Ford government is acting like the Trump government with Bill 5, We the people are unleashing our wrath and will be fighting in court.
Bill 5, Protect Ontario by Unleashing our Economy Act, 2025, unleashed sweeping powers to the Premier Ford’s government and his ministers. It does not protect nature and it certainly doesn’t protect species. Most residents of Ontario would like to raise their families in a province that values nature. The interim changes to the 2007 Endangered Species Act including 1) the definition of “habitat ” to only a den for example, and its immediate surrounding environment will lead to extirpation the species. 2) Proponents only need to register to begin an activity paving the way for development and the term “harass” of a species will no longer be a concern for the developer. “Premier Ford is making it easier for his friends to pave over forests, wetlands and wipe out endangered species without any guardrails”.
